will a pressure tank lose its pressure if i drain the tank with the

If the bladder in that tank is still good and not torn, the air should should stay in the tank above the bladder.  If after you drain the tank and is still feels like it has water in it, the tank is bad and should be replaced (with a better brand).  After draining, use a tire gauge to see if there is any pressure in the tank.
